She honestly thought it was a mistake at first, because she couldn't think of a single reason why someone would target her as someone who could be potentially seduced to another agency. She had to be misinterpreting it. But after a couple attempts, she admitted that this was really happening and brought it up to her superiors. After some discussion, she was told to play along for a while, see what she could find out.
One thing she found out was that they clearly had no idea that the Tim Drake they were tracking was female, or any idea what she looked like in reality. When they wanted an in-person meeting, her superiors decided that it would be safer to send a field agent in to pose as her. But, of course, they needed someone who was familiar with her, the way she spoke and acted, so they wouldn't screw up on something as basic as the way she communicated.
And that's how her boyfriend ended up pretending to be her in an attempt to root out an enemy agency's interests. It is genuinely surreal and sort of makes her feel like she's living in some kind of warped spy/comedy, but she guesses that's the kind of thing she signed up for when she accepted a job at the agency.
She's on a sort-of vacation while this is going on, because obviously there can't be conflicting reports about what Tim Drake is up to. She's set up with a temporary apartment and a cover identity - Alicia Draper, who is on an extended business trip. Her one responsibility right now is Dick: making sure he has everything he needs to keep convincing his new 'employers' that he's really Tim Drake and combing through any information he sends her.
They have a set protocol in case Dick needs to see her personally; it was decided it would be safest if their meeting looked like more or less chance, because there wouldn't be too much reason to look into, say, a random one-night stand. (Although her identity is solid enough if "Tim's" new employers do.) When she gets the request, she digs through her closet for the dress that she might have privately named the 'Alicia needs to get fucked right now because patriotism' dress.
It occurs to her when she gets to the bar that she's not actually sure if anyone properly briefed Dick on what her cover looks like. Oh well. She has faith that he'll figure it out.
